A generous number of garlic cloves are cooked with the potatoes and mashed with butter, milk, and a little chili powder. The potatoes are layered in a casserole with cooked onion and Cheddar cheese.
Boil potatoes and garlic together until cooked; drain. Once finished mash potatoes and garlic with milk, 1/4 cup of the butter, the onion powder, chili powder, salt and pepper. Meanwhile saute onions in a pan with a tablespoon of the butter and the chili powder until translucent. Preheat oven to 375 degrees and move oven rack to middle.
Grease a round casserole dish. Put one-half of the potatoes on the bottom of the dish; drizzle with one-half of the remaining butter, melted; top with one-half of sauteed onions and one-half of the cheese; top with remaining potatoes, butter, onions and cheese, in that order. Cover and place in oven for 35 minutes, uncover to bake for 10 more minutes, or until top is golden brown. Remove from oven and let set for 10 minutes before serving.
